經過梨山地區，路旁就會看到一面面抗議的布條， 主要是因為林務局將強制收回林班地， 這些果農將頓時失去主要的經濟支援， 前陣子看到深入的新聞報導， 這些山坡地原本都是當時政府"送給"（報導中用的語詞）退役的老榮民， 而老榮民年紀越大根本無法耕種， 於是大部分都將地轉賣給來山上工作的平地人， 這地究竟屬於誰？就是一個紛爭的開始， 然而強制執行的公權力又是否適當？， 當然這已不是最近的新聞。 再來看看最近爭擾不休蘇花高， 很明顯可以看見兩股勢力， 一派自居在地人支持興建蘇花高， 理由很簡單，就是長年來的交通以及經濟建設不便， 另一派則是由多數的一些菁英份子組成， 多數的外地人，還有某部分關心自家環境的在地人， 考慮到的是自然永續性問題，是一個在目前看不到所謂"傷害"的觀點， 也許在十幾二十年後，就會浮現出來， 有時候認真想想，當你我都是花蓮人， 圖的會是溫飽還是每天都會有小鳥從門前飛過的景象， 蘇花公路也真的是一條很危險的道路，走過的人應該都知道， 以生命安全的角度來看，難道它應該繼續留存嗎？這是在地人的觀點。 又或許，不走蘇花公路難道就應該建蘇花高？ 雖然前往花蓮是那麼的花費時間， 但是也因為開發較緩慢， 少了人為破壞，自然環境條件相對的就會比較好， 每個人都想保護這塊台灣僅有的後花園， 如果花蓮就像西部平原一樣的開發， 雖然經濟發展相對活絡，但這樣的花蓮會剩下什麼？這又是外地人的觀點。 這些角度的思考都有其道理， 當然所謂的遠見，就必須經過時間的考驗， 對我來說，我們的社會需要的是正向的對話， 人民與人民的對話，而不是泛政治化與空談， 政府的角色應當是充分理解民意而做出傷害最小的判斷， 但目前實在看不到， 更別說那種在阿里山要砍光一整片樹林蓋五星級飯店的BOT案， 或是弱勢族群（司馬庫斯的原住民為了撿了颱風掉下的一棵櫸木蓋房子遭法律判決）許多值得省思的法案.... 相關資料： 阿里山BOT案 http://www.pts.org.tw/~web01/Mag/10.htm 司馬庫司櫸木事件後續 http://www.pts.org.tw/php/news/abori/main.php #
